ALSO KNOW AS THE JURY MANAGEMENT SYSTEM (JMS).
This is a pre-solicitation notice for a web-based Jury Management System (JMS) solution and is prepared in accordance with Judiciary Guide Volume 14, § 330 Standard Competitive Contracting Procedures as supplemented with additional information included in this notice, for the Administrative Office of the U.S. Courts (AO). This solicitation is unrestricted and is not set aside for small business. The Judiciary is not subject to the FAR to include small business regulations.
The AO is seeking to award a single award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for a commercial-off-the-shelf (COTS), web-based Jury Management Solution (JMS) to assist the courts with the selection, management, and tracking of jurors, as well as performing financial and statistical calculations including interfacing with the Judiciary’s financial management system, Momentum.
The attached DRAFT solicitation USCA27R0009 provides details on the requirement, instructions, and evaluation criteria.
Responsible sources shall follow the instructions in the attached RFP. Responses to this solicitation are due no later than 3:00 P.M. ET on TBD, 2026, late submissions may not be accepted. Offers must be emailed in accordance with instructions in Section L-0 of the RFP.

The Contractor shall deliver and maintain a modern, secure, cloud-hosted JMS that supports the complete jury lifecycle from qualification through service completion for both petit and grand jury operations across all federal district courts. The system must enable court-specific configuration of jury plan parameters (source lists, selection methods, wheel sizes, qualification criteria, exemptions, and excusals) without custom development; support four-stage cryptographically defensible randomization with reproducible audit logs; provide secure web interfaces for court personnel and online portals for prospective jurors to submit forms and request postponements/excusals; support financial processing including attendance fee and mileage calculations per federal statute; integrate with the Judiciary's Momentum financial management system via specified export files; generate AO Form 12 demographic composition reports; support multi-channel communication (IVR, email, SMS, mobile); enable scanning and optical character recognition of juror forms; support proximity-based check-in/check-out; maintain hard confidentiality of grand juror information; enforce prior service tracking and statutory exemptions as hard bars; preserve continuity of operations during transitions with dual-wheel support; maintain all data exclusively within the U.S. with FIPS 140-3 encryption; obtain and maintain Authority to Operate per NIST SP 800-37 Revision 2; achieve 99.9% uptime; provide Tier 2/Tier 3 support Monday–Friday 8 a.m.–7 p.m. ET with less than 2-hour Priority 1 and less than 8-hour Priority 2 response times; support pilot testing across 13 courts prior to nationwide rollout; perform complete data migration from the Legacy JMS with 100% accuracy validation; and provide role-based training and ongoing knowledge transfer for all users throughout the contract term.
