DESCRIPTION
This is a combined synopsis/solicitation for the supply and installation of three vacuum compressors within aircraft maintenance bays on Whiteman AFB. Supplies and installation must meet the specifications in the attached PWS.** **
This solicitation is issued as a Request for Quote (RFQ).
It is the contractor's responsibility to be familiar with the applicable clauses and provisions.

System for Award Management (SAM): Offerors must be registered and active in the SAM database at the time of quote submission. Failure to be registered will result in the quote being deemed ineligible for award.

Quote Submission Instructions: Quotes must conform to the requirements of this solicitation and be received no later than 13 August 2026 at 12:00 PM CST

The entire quotation must be contained in a single email and must not exceed 5 **Pages. **
Quote Expiration: Quotes must remain firm and valid for a period of 30 calendar days from the date specified for receipt of offers.
Required Documentation for Submission: To be considered responsive and eligible for award, the offeror must submit the following as part of their quote package:
A firm-fixed-price quote.
Technical Capability Narrative: A detailed description of the products/services to be provided to prove compliance with the specifications in the PWS/SOW. (Quotes containing pricing only with no technical details will not be accepted).
The following factors shall be used to evaluate quotes:
FACTOR 1: TECHNICAL ACCEPTABILITY
Quotes will be evaluated on a Pass/Fail (Acceptable/Unacceptable) basis. Technical acceptability is defined as meeting all requirements in the PWS/SOW.
FACTOR 2: PRICE
The Government will evaluate the total contract price for reasonableness. Evaluation of price will include the aggregate total of the basic requirement and all option periods (if applicable).
The contractor shall provide all labor, materials, equipment, and supervision to furnish and install three dedicated, integrated vacuum systems across three different maintenance bays (Docks 1-2, Docks 3-4, Docks 5-6) at Whiteman AFB. Each system must be mounted on a custom steel sled platform with an 80-gallon receiver tank and connect to existing facility piping. The contractor must also remove and properly dispose of one defunct existing vacuum pump. The systems must achieve a continuous vacuum level of 98 kPa (29 in Hg) and deliver a minimum free air delivery of 1.70 m³/min (60 cfm). Required components include Ingersoll Rand V255D5 or equal vacuum pumps, 80-gallon steel receiver tanks, inlet filters, motors, starters, control panels, and flexible hookup hoses. The contractor must demonstrate complete functionality of each system, including proof of vacuum retention and auto-start/stop cycle, prior to final government acceptance. Work must be completed within 120 days after receipt of order during regular working hours (0730–1600) on weekdays, excluding Federal Holidays.
