GAOA Mesa Falls Rec Area Retaining Wall in Caribou-Targhee NF

The work involves three phases: first, remove and repoint all failed mortar work using hand tools and HEPA-vacuum-supported grinding; second, replace missing historic lava stone and stone pinning pieces, recover and reset original lava pieces, and rebuild the missing south wall end section in kind; third, fabricate a columnar basalt wall cap sourced from on-site talus slopes, shaped by hand with hammer and chisels, with a 5/8–1 inch mortar joint, matching existing wall undulations. The contractor must also provide traffic control, protect historic materials, and submit a quality control plan.
