VISN 16 Secure DICOM Image Sharing Solution

The contractor shall provide all software, configuration, integration, training, and support necessary to deploy a secure image location, exchange, and import capability across VISN 16. The solution must include automated image retrieval from community partners, accurate patient-matching using multi-factor identifiers, bi-directional DICOM image sharing with auditing, interoperability with VistA Imaging and the enterprise commercial PACS, automated pre-fetching based on HL7 messages, and support for future migration to Cerner. The contractor must onboard new community partners within 60 days of VA designation, provide annual maintenance and support including bug fixes, security updates, technical support with defined SLAs (P1: response ≤1 hour, resolution ≤4 hours; P2: response ≤4 hours; P3: response ≤1 business day), maintain ≥99.9% uptime for exchange endpoints, and provide annual refresher training for 24 VA staff. Implementation must be fully completed at all VISN 16 sites within 150 calendar days after award.
