NOTICE OF INTENT TO SOLE SOURCE
Water Quality Scanning at Ohmsett
The NOI is issued by the Office of Acquisition and Property Management, on behalf of the Marine Minerals Administration (MMA), formerly the Bureau of Safety and Environmental Enforcement (BSEE) and Bureau of Ocean Energy Management (BOEM). This Notice is issued in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 5.101, Presolicitation Notice. The purpose of this Notice is to announce the government's intent to issue a sole source contract under the authority of RFO Part 12 for a Firm Fixed Price commercial contract to NIC Systems under RFO 12.102(a) for the procurement, installation, and integration of a turnkey water quality monitoring system at the Ohmsett facility.
MMA requires a contractor to provide a fully integrated, panel mounted water quality monitoring system, including:
-Industrial grade analyzers for chlorine, pH, ORP, temperature, salinity/conductivity, turbidity, and dissolved oxygen.
-Mechanical tapping and piping work from the Filter Room Building to the monitoring panel, including corrosion resistant piping, valves, fittings, and drainage.
-Complete SCADA/HMI integration, including communication protocols, register maps, scaling factors, and validated loop testing.
-As built drawings, SCADA points list, O&M manuals, commissioning, and operational verification.

Estimated Value: Below Simplified Acquisition Threshold.
Period of Performance: 180 days ARO
This acquisition is being conducted under RFO 12.102(a), which implements 41 U.S.C. Section-1901 simplified acquisition procedures for commercial products and services at or below the Simplified Acquisition Threshold. Under this authority, the Government may proceed with award to only one responsible source when market research clearly indicates that no other supplies or services will satisfy agency requirements.
NIC Systems is the incumbent SCADA/HMI integrator supporting operations at Ohmsett and is the only source with:
-Proven and validated experience integrating equipment into Ohmsett's SCADA environment.
-Has a unique understanding of the existing SCADA/HMI architecture, safety interlocks, alarms, and operational data flows.
-The ability to perform SCADA protocol alignment, register mapping, scaling, and full loop testing without risk to ongoing operations.
-Established capability to meet Naval Weapons Station Earle access, security, and identity verification requirements.
Based on market research, NIC Systems was identified as the only known source capable of meeting the requirement.
This notice is not a request for competitive quotes.
However, any responsible source that believes it can meet the Government's full requirements may submit a capability statement no later than August 17, 2026 @ 10AM EST.
Capability statements must demonstrate:
-Full SCADA/HMI integration experience with comparable industrial systems;
-Ability to coordinate with existing SCADA architecture without disrupting operations;
-Mechanical installation experience (tapping/piping) suitable for a large scale test tank facility;
-Compliance with Naval Weapons Station Earle access and security requirements.

This synopsis does not commit the Government to award a contract. A determination not to compete this requirement based on responses to this notice is solely within the Government's discretion. The Government will not reimburse any costs incurred in preparing or submitting a response to this notice.
