The U.S. Army Corps of Engineers (USACE), Tulsa District is issuing this Request for Qualifications (RFQ) for the design and construction of the FY28 KC-46A Aircraft Beddown Infrastructure Program at Altus Air Force Base, Oklahoma using Progressive Design-Build under 10 USC 2808a Other Transaction Authority. The KC-46A Aircraft Beddown Infrastructure Program at Altus AFB, Oklahoma, will deliver comprehensive flight-line, industrial maintenance, and advanced aircrew flight simulator training facilities necessary to support the 97th Air Mobility Wing (97 AMW) - the sole formal training unit for heavy mobility aircraft for the Department of the Air Force. This $235M consolidated capital program will modernize the infrastructure at the installation to replace Eisenhower-era KC-135 operations with the next-generation KC-46A Pegasus tanker while sustaining concurrent training and maintenance for its legacy fleets.

The program will deliver three primary facility complexes along with associated airfield civil site infrastructure: KC-46A Aircraft Maintenance Hangar (General Maintenance); KC-46A Multipurpose Hangar (Corrosion Control and Open-Tank Fuel Cell Maintenance), and KC-46A Simulator Facility Phase 4 (Flight Training Center Expansion). The Aircraft Maintenance Hangar is a fully enclosed, single-bay general maintenance facility to support multi-craft fleets (KC-46A, KC-135, and C-17), including high-strength airfield paving and a relocated 68,620 SF refueler parking area. The Multipurpose Hangar is a highly complex single-bay facility engineered for high-risk corrosion control and open-tank fuel cell maintenance, requiring the relocation of the existing Liquid Oxygen (LOX) facility. The Simulator Facility Phase 4 is a secure facility expansion to house high-bay Weapons System and Boom Operator Trainers, including specialized HVAC systems. Enabling civil infrastructure includes relocation of the aircraft refueler vehicle parking area and the LOX plant, and demolition of three aging flight-line structures.
