Dyess AFB Sports Officials

The contractor shall provide all personnel, management, and support necessary to officiate intramural sports at Dyess AFB Fitness Center. Services include supplying referees, umpires, and scorekeepers for flag football (3 referees per game), basketball (2 referees and 1 scorer/timer), volleyball (1 referee and 2 line referees), softball (2 umpires and 1 scorer/timer), and soccer (1 referee and 2 linespersons) for 40 games per sport per year (30 for soccer). Officials must verify team rosters before each game, maintain official scoresheets with all required information, acquire and return equipment to the fitness center, report protests and ejections, enforce local by-laws and national sport governing-body rules, manage field lighting requests, and wear professional officiating attire per each sport's rulebook. The contractor shall provide a dedicated on-site contract manager available within 48 hours during normal duty hours to address performance concerns. Performance is measured against thresholds including not exceeding two valid customer complaints per month for most tasks and zero complaints for ejection reporting. The base performance period runs from 1 November 2026 through 31 October 2027, with four optional one-year renewal periods, for a maximum contract duration of 5 years 6 months.
