Offerors must complete the proposal as stated in the RFP. If any changes are made, the offeror is considered nonresponsive and ineligible for award.
Offerors are reminded to pay particular attention to Sections L and M as they relate specifically to proposal submissions.
The contractor shall support the Joint Staff J36 Nuclear Operations Division by developing classified scenarios, background packages, conferencing scripts, exercise packages, and message injects for NMCC-E and Non-NMCC-E NPIs and JSAVs. The contractor shall provide up to two personnel to travel with the Joint Staff Assessment Team to inject message traffic, respond to RFIs, role-play, and assist with after-action reports. Deliverables include Candidate Scenario Briefing Packages, Strawman Assessment Packages, SIMSCENE Coordination Packages, Starter Packages, Exercise Packages, and a JSAV Template, all classified up to TOP SECRET. The contractor shall also provide a 90-day Action Plan and monthly status reports.
