The Federal Aviation Administration (FAA) is issuing Screening Information Request (SIR) Number 697DCK-26-R-00437, Replace Roof and Hatches, Hilo Air Traffic Control Tower (ITO ATCT), 102 Ailolo Street, Hilo, Hawaii 96720 in accordance with the attached Request for Proposal, as supplemented with additional information included in this notice.
SITE VISIT
The FAA urges and expects offerors to inspect the site where the work will be performed. The Site Visit date and time is to be determined. Information provided at this site visit, as well as answers to questions will not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. ATTENDANCE AT THE SITE VISIT IS STRONGLY ENCOURAGED.

All questions must be addressed to Linda.Hennequant@faa.gov in writing. Any questions regarding this RFQ must be received four (4) days prior to the date set aside for offers due. All correspondences must contain the RFQ # in the subject line. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Emails with attachments that do not reference the SIR number in the subject line or the body of the message, will be disregarded to prevent the spread of computer viruses.

BASIS OF AWARD
The Government intends to make award based on successful negotiation of price and conformance with solicitation terms and conditions to the offeror that is considered to be the lowest priced, responsible offer. The Government will evaluate the Offeror’s proposed prices for fairness and reasonableness.

Contractor must remove and dispose of existing TPO waterproofing at Cab Roof and Catwalk areas; prepare substrates and install new 60-mil single-ply reinforced PVC roofing membrane with compatible insulation (R-value matching existing); provide complete flashing and waterproofing at parapets, roof edges, drains, hatch curbs, equipment bases, penetrations, and railing-post interfaces. Verify existing roof drains are open and functional. Completely remove and replace two existing roof access hatches with new stainless-steel assemblies (Cab Roof matching existing configuration; Catwalk Roof rotated 90 degrees counter-clockwise with ladder relocation and south-side guardrail/self-closing gate per OSHA criteria). Provide shop drawings, structural calculations, and FAA review/approval of hatch and ladder configurations before fabrication. Correct roof drainage and ponding conditions; ensure all roof-to-wall interfaces, penetrations, and conduit connections are watertight. Contractor coordinates with FAA Contracting Officer's Representative for FAA equipment relocation, operational outages, and mission-critical system support; remains responsible for protecting FAA facilities and equipment during construction. Work performed in two phases under separate Notices to Proceed, with mandatory nightly cleanup and restoration of interior/operational areas by 5:00 AM for Air Traffic Control operations.
