Navy Electronic Chart Display and Information System (ECDIS) Hardware and Software Production

The contractor shall manufacture, assemble, modify, test, and deliver Navy ECDIS AN/SYN-1 and Scalable Integrated Bridge System (S-IBS) hardware for both surface and subsurface configurations in accordance with the Technical Data Package (TDP) and Interface Control Documents (ICDs). The contractor shall maintain, modify, upgrade, integrate, test, verify, validate, and deliver Navy ECDIS software through level-of-effort tasks under Government oversight with technical support from the Navy ECDIS Systems Engineering and Integration Agent at NSWC Philadelphia, PA. Hardware activities include production readiness review completion, first article unit delivery, production of configured systems, sustainment, integration, assembly, and testing. Software activities include Engineering Support for both software and hardware, repair and maintenance efforts, travel and other direct costs for support activities, provisioned item orders, and production spares. The contractor shall also establish a Program Management Office, conduct quarterly program reviews and monthly interchange meetings, develop detailed schedules and management plans, manage configuration and obsolescence, perform quality assurance, conduct testing and inspection, implement cybersecurity and information assurance requirements, manage Government furnished property, and support human systems integration across all contract activities.
