Joint Base Charleston is seeking vendors for the repower and repair of one (1) United States Air Force Almar 26-foot Sounder T-Top vessel.
The anticipated scope of work will require the contractor to provide all labor, materials, and transportation to remove legacy propulsion/control systems and install new dual outboard engines, compatible hydraulic steering, electrical wiring, batteries, and digital instrumentation.
Note on Geographic Limitation:
To mitigate transportation risk to the Government-owned hull and to facilitate mandatory in-person joint sea trials with USAF personnel, the contractor’s commercial repair facility must be located within a fifty (50) mile highway driving radius of Joint Base Charleston – Naval Weapons Station, SC.

This is a presolicitation notice for planning purposes only. A draft Performance Work Statement (PWS) is attached for industry review. No offers are being requested at this time. A formal solicitation (RFQ) containing final instructions and due dates will be issued at a later date
The contractor shall provide all labor, materials, and transportation to remove legacy propulsion/control systems and install new dual outboard engines (minimum 150 HP each, 4-stroke EFI, 25-inch shaft), compatible hydraulic steering, marine-grade tinned-copper wiring, two 12V AGM batteries, USCG/ABYC-rated fuel lines, and a new dashboard with digital LED gauges. All work must be performed at the contractor's facility within 50 miles of Joint Base Charleston – Naval Weapons Station, SC. The contractor is responsible for safe, insured round-trip transportation of the vessel. A Government sea trial will be conducted prior to final acceptance. The contractor must provide OEM parts warranties and a 12-month workmanship warranty.
