The primary purpose of this project is to perform a site survey, data collection and create a detailed Lightning Risk Assessment for a Lightning Protection System (LPS) for aircraft parking ramps on Seymour Johnson Air Force Base, North Carolina. This assessment will determine if a system can be created to ensure a safe working environment for personnel during local lightning events, allowing for the uninterrupted performance of critical aircraft maintenance. A key objective is to eliminate the current requirement for personnel to take cover when lightning is within a five-mile radius. While an LPS currently exists for equipment and facilities, this new system's primary focus is the protection of personnel on the flight line.
The objective includes the following concepts:
Site Visit, Data Collection, & Detailed Lightning Risk Assessment that will allow the Government to assess if the LPS system can reduce or eliminate a potential lightning hazard for maintenance personnel.
The contractor must perform an initial site visit to SJAFB to collect details of existing aircraft sunshade LPS design, grounding topology, structural details, bonding measures, surge suppression, incoming services, occupancy, operations, work envelope, keep-out zones, current inclement weather policies, lightning safety protocols, and risks to explosives and munitions. The contractor must also evaluate concrete spalling risk, document structure characteristics, evaluate critical operations, document ordnance storage and safety procedures, evaluate lightning warning criteria, collect historical event history, and provide supporting data. The contractor must perform an NFPA 780 detailed Lightning Risk Assessment and publish a report with tailored recommendations and risk mitigation strategies to reduce lightning risk to personnel and assets below the tolerable risk threshold, and modify procedures to allow flightline operations to continue safely during thunderstorms. The system must cover approximately 15 acres of aircraft parking ramps.
