The 356th ETSG Contracting Office is posting this pre-solicitation in preparation for soliciting a Blanket Purchase Agreement (BPA) for Bioenvironmental Inspection Services at Andersen AFB, Guam. The base requirements for the project can be found in the attached Performance Work Statement (PWS) for each project.

The Contractor will provide personnel, labor, vehicles, supervision, training, PPE, agricultural-grade pesticides, and washdown/application equipment to perform biosecurity inspections, chemical pesticide treatments, and post-treatment certification on deployable military equipment, vehicles, and assets, ensuring treated materiel clears US Customs and Border Protection and Partner Nation quarantine inspections. Work follows a five-phase workflow dividing washdown (Government), joint inspection, remediation, chemical application, and certification/warranty (Contractor) responsibilities, with treated assets staged in a designated Pest-Free Area at Andersen AFB pending embarkation. The Contractor is also responsible for proper transport and disposal of hazardous waste generated during treatment at a permitted off-base facility, maintaining records for three years.
