COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation, which is expected to result in award of a Firm Fixed Price contract for commercial services, to provide industrial water treatment of cooling towers, package boilers, high temperature water (HTHW) central heating plan, central steam plant, heat exchanger heating systems and closed loop systems at Wright-Patterson Air Force Base (WPAFB). Please see the attachment 3 – PWS Industrial Water Testing & Treatment for further description.
The synopsis is prepared in accordance with the format in the Revolutionary FAR Overhaul (RFO), Subpart 12.2 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsis; (2) that receives a rating of “Acceptable” on the Technical factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. Proposal evaluation does not permit tradeoffs between price and non-price factors. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received.

The contractor shall provide all personnel, equipment, materials, labor, treatment chemicals, laboratory support, and consultation services for industrial water treatment at WPAFB. Services include routine and non-routine testing, monitoring, inspections, reviews and analysis, studies, and reporting. The contractor shall treat cooling towers, package boilers, HTHW central heating plant, central steam plant, heat exchanger heating systems, and closed loop systems. The contractor shall perform weekly testing on cooling towers, package boilers, and heat exchangers, with daily testing required in facilities 10840, 10271, 30013, 31240, and 34019. The contractor shall also provide metallurgical, embrittlement, resin, and steam purity analyses as needed, and perform studies such as corrosion studies, flow rate and elution studies, and deaerator studies. The contractor shall maintain water chemistry within specified standards, including Langelier Saturation Index (LSI) ranges for cooling towers and ASME guidelines for boiler feedwater. The contractor shall submit weekly, quarterly, and annual reports, and maintain an electronic database of all information.
