The contractor shall furnish personnel, materials, equipment, and facilities to perform emergency response, removal actions, remedial actions, multi-media sampling/monitoring, site stabilization, spill control/containment, waste treatment, restoration, transportation, and disposal. The contractor must maintain a 24-hour, 7-day-a-week response capability and provide a management structure to ensure responses are conducted per technical direction. Specific tasks include project planning, containment and countermeasures, decontamination, treatment and disposal operations, restoration, analytical services, demolition, construction of support facilities, marine operations, international response, regional crossover, community involvement support, logistical services, and project closeout. The contractor must also provide a Quality Management Plan and adhere to a Quality Assurance Surveillance Plan.
