SSS Moodle Learning Management System (LMS) Modernization

The contractor will perform a phased project including: Task A – Discovery and Architecture (Months 0–2); Task B – LMS Upgrade and Integration (Months 2–5) including upgrading Moodle core and PHP, plugin rationalization, SSO/OIDC/CAC/Login.gov integration, and performance tuning; Task C – Content Development (Months 2–7) developing curricula using Rise 360, Storyline, Captivate, and interactive simulation frameworks; Task D – Reporting and Analytics (Months 3–8) building role-based dashboards and predictive indicators; Task E – Testing, Accessibility Validation, UAT, and Deployment (Months 7–10); and Task F – Knowledge Transfer and Close-Out (Months 10–12). The LMS will support approximately 7,000 users annually/biannually and up to 20,000 users during mobilization. The contractor must provide and manage a FedRAMP Moderate authorized cloud hosting environment.
