The U.S. Embassy San José, Costa Rica, Bureau of International Narcotics and Law Enforcement
Affairs (INL), intends to award one (1) Firm-Fixed-Price construction contract to provide all labor,
materials, equipment, engineering, quality control, safety oversight, and supervision necessary to
complete the infrastructure maintenance and incinerator retrofit support works at Ciudad Judicial,
San Joaquín de Flores, Costa Rica.
The project consists of the remodeled and modernized installations that form part of the Incinerator
and the Industrial Building that houses it.
The objective of this project is to assist host nations with the enhancement of infrastructure and
specialized facilities that strengthen their operational capacity to manage counter-narcotics
operations and secure hazardous material disposal within their borders.
The Contractor shall complete all construction activities, testing, commissioning, training, punchlist
items, and achieve Final Acceptance within sixty (60) calendar days after issuance of the
Notice to Proceed (NTP).
The project consists of the remodeled and modernized installations that form part of the Incinerator and the Industrial Building that houses it. The scope includes civil works and infrastructure (structural shelter for air compressors, structure and niche for sludge flocculation and dewatering, walkway extensions, support structures, lifeline system, drainage grating, slab repair and epoxy finish, grounding rod inspection well relocation, pipe penetrations, metal structure for emissions testing); electromechanical services and fluid systems (compression system and compressed air network, electrical installation and instrumentation, supply and installation of process pumping system including recirculation pumps, chemical dosing pump, clarified water pump, sludge extraction pump, and sludge mixing pump, process piping and accessories, decommissioning and isolation of existing services); roofing and gutter repairs (surface and gutter cleaning, installation of apron flashing, TPO gutter repair, fastener inspection); and industrial coatings and finishes (joint treatment for horizontal and vertical joints between precast concrete panels and metallic elements, waterproofing coating and painting of exterior facades, painting of metal structures, piping, and interior elements). The Contractor shall complete all construction activities, testing, commissioning, training, punchlist items, and achieve Final Acceptance within sixty (60) calendar days after issuance of the Notice to Proceed (NTP).
