1. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Robins AFB requires the contractor to provide for all labor, management, supervision, services, installation, supplies, equipment, transportation, reports, and delivery necessary to provide for Long Distance Wired Telecommunication Services. See Performance Work Statement (PWS) Attachment for more details.
2. This solicitation shall serve a Request for Quotes and is numbered FA8501-26-Q-0056.
3. This acquisition is not set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text provisions and clauses may be accessed electronically at www.acquisition.gov. The North American Industry Classification System Code (NAICS) for this requirement is 517810, All Other Telecommunications, with a size standard of $40M. A firm fixed price (FFP) contract will be awarded. There will be no advance payments. The Offeror agrees to hold prices in its offer firm for 90 days from the date specified for receipt offers. The quote must contain sufficient Price and Technical information for evaluation.
4. The 78 ABW Communications Directorate (SC) seeks to utilize Long Distance Wired Telecommunication Services for Robins AFB. The 78 ABW SC requires the contractor to provide for all labor, management, supervision, services, installation, equipment, transportation and delivery necessary to provide for Long Distance Wired Telecommunication Services. See Performance Work Statement (PWS) Attachment for more details. See attached SF 1449 for suggested CLINs.
5. Response date and Times: Quotes must be provided on the CLIN Table on the attached SF 1449, dated and submitted by 19 August 2026, 12pm Eastern Standard Time (EST) to both Contracting Officer Stephanie Akles: stephanie.akles.1@us.af.mil and Contracting Specialist Vanessa Posey: vanessa.posey@us.af.mil
6. It is the quoter’s responsibility to be familiar with all applicable clauses and provisions. The applicable Clauses and provisions are contained in the SF 1449.
7. Delivery: Cutover Period IAW PWS- Providing two SIP circuits, install & configure equipment, and handoff ISDN PRI trunks for Long Distance service to the Government at the service delivery address. The implementation for this requirement is No Later Than ninety (90) days after award. FOB is destination. Early delivery is acceptable.
The contractor shall provide all labor, management, supervision, services, installation, supplies, equipment, transportation, reports, and delivery necessary to provide Long Distance Wired Telecommunication Services. This includes delivering two SIP circuits and vendor's Customer Premise Equipment to Robins AFB Demarcation Buildings, configuring and converting SIP circuits to Primary Rate Interface ISDN circuits, with connection handoff to the government via RJ45 (Female). The implementation must be completed no later than 90 days after award. The contractor must also develop and submit an initial Installation and Cutover Plan with their technical quote, and a final plan may be requested within 14 days after contract award.
