DESCRIPTION. The National Park Service has a requirement for the supply and delivery of horses and mules in support of Yosemite National Park.
This is a COMBINED SYNOPSIS / SOLICITATION for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 140P8526Q0099 is issued as a Request for Quotation (RFQ). This solicitation is a 100% total small business set-aside in accordance with FAR 19.104-1, and the NAICS code is 112920 with an associated small business size standard of $2.75 million in average annual receipts. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
The government intends to award a single firm fixed price contract resulting from this solicitation to the responsible offeror (pursuant to FAR subpart 9.1) whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: price, technical factors, and past performance.

The government reserves the right to cancel this solicitation.
The contractor must supply and deliver 5 horses and 5 mules to Yosemite National Park. Horses must be suited for leading pack-strings of mules and for mounted front and backcountry patrols in mountainous terrain from 3,000 to 12,000 feet elevation. Mules must be suited for walking within a pack-string of other mules in the same terrain. Each animal must pass a veterinary examination, be gentle and free of vicious habits, and meet specific size, age, and temperament specifications. Delivery must include a minimum 30-day satisfaction guarantee, and each mule must be pre-quarantined for 5 days with weed/seed-free hay.
