Automated Fluidized Bed Mixer Facility Modernization- CSO

The contractor must provide an automated, high-precision mixing, granulation, and drying fluidized bed mixer system (800 to 1200 lb batch capacity) with material de-clumping, weighing, and transferring solutions. The system must integrate into the existing facility at Pine Bluff Arsenal, interface with existing power and environmental controls, and be rated for Class I & II, Division 1 hazardous environments. The contractor must address humidity control for hygroscopic materials (sugar and potassium chlorate), de-clumping of potassium chlorate, particulate containment, and safety features including automated fail-safe shutdown, high-speed fire detection and suppression, and automated venting. The solution must achieve 30% throughput improvement, 95% operational availability, 95% repeatability, and ±1.5% raw material weighing accuracy. The procurement follows a three-phase CSO process: Phase 1 Solution Brief (5-page paper or 15-slide deck), Phase 2 Pitch (by invitation), and Phase 3 Full Quote (by invitation, including SOW, FFP pricing, engineering drawings, and logistics plan).
