A solicitation is not currently available. This pre-solicitation notice serves as a synopsis and is issued in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. This notice is for informational purposes only. Vendors are not required to respond to this pre-solicitation notice. Vendors shall not submit offers until, and unless, the solicitation is posted on the Governmentwide Point-of-Entry (GPE) at https://SAM.gov.
This announcement shall NOT be construed as a commitment by Brookhaven Science Associates LLC (BSA) to award a Subcontract. Brookhaven National Laboratory (BNL) reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner BNL determines is appropriate, including, but not limited to, the creation of a solicitation.
Description:
BNL is a Department of Energy (DOE) National Laboratory multidisciplinary research facility, located on Long Island, New York. BNL intends to compete the subject requirement, to be utilized within the United States.
BNL requires a 100.625 MHz (350kW) RF Power Amplifier System to be used by the Electron Beam Ion Source (EBIS) Project, and which includes the RF power amplifier unit, delivery, installation, integration, and performance verification. An optional quantity of one (1) additional RF power amplifier unit will be included, subject to the availability of funds.

Solicitation Information:
This requirement will provide for total small business set-aside. BNL intends to issue solicitation RFQ 480758 in support of this requirement in August 2026. BNL expects to make one (1) award.
The anticipated award contract type is a Firm Fixed Price contract. At this time, BNL anticipates an estimated award date in September 2026.
The applicable North American Industry Classification System (NAICS) code is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing (Size Standard 1,250 employees).
Delivery Date:
BNL requires site acceptance testing of the RF amplifier system at approximately 70 weeks (16 months) and the second optional unit, if exercised, at approximately 26 weeks (6 months). The overall period of performance shall not to exceed approximately 96 weeks (22 months) after award of contract.

The Contractor shall be responsible for designing, manufacturing, inspecting, testing and delivering the RF amplifier system. The work includes providing a demonstrator for site acceptance tests, conducting preliminary and final design reviews, performing burn-in tests and factory acceptance tests, and delivering documentation per the Contract Data Requirements List. The system must meet detailed technical specifications for pulsed operation, redundant operation, water and air cooling, control system with PLC and HMI, and compliance with applicable codes and standards.
