This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

The U.S. Department of Transportation/John A. Volpe National Transportation Systems Center (Volpe Center) intends to solicit and award on a sole source basis with Blue Ridge Research and Consulting, LLC, in accordance with FAR 6.103-1(a) and (b).
Solicitation No. 6913G626Q300047 is issued as a Request for Quotation (RFQ) for contractor support to assist the Volpe Center in the development of the next public release of the Volpe Center’s Advanced Acoustic Model (AAM) and shall demonstrate a conceptual tool to predict sonic boom impacts based on historical atmospheric data and show how the tool can be used to convey the variability of potential impacts in a readily understandable format for Vandenburg Space Force Base (VSFB) leadership and the public. This work is described in detail in the attached Statement or Work (SOW).

This combined synopsis/solicitation hereby incorporates all Federal Acquisition Regulation (FAR) provisions and clauses contained herein and attached.
FAR 52.212-1 (DEVIATION SEP 2025), Instructions to Offerors-Commercial Items apply to this acquisition and is incorporated by reference. Vendors are required to meet all solicitation requirements. Failure to meet a requirement may result in a vendor submission being ineligible for award. If the vendor finds it necessary to take exception to any of the requirements specified in the solicitation, the vendor shall clearly identify where it is addressed in its proposal. Each exception shall clearly identify the specific paragraph and/or part of the solicitation to which the exception is taken.
The Government intends to award a firm fixed price purchase order as a result of this Combined Synopsis/Solicitation.

TAR Clause 1252.232-70 Electronic Submission of Payment Requests, (TAR Class Deviation 2025-02_A1)
Contractors must maintain their SAM registration throughout the life of the contract through final payment. Contracting officers must validate the contractor has an active Federal Government contracts registration in SAM.

The signed offer must be submitted via e-mail to the contracting officer Karen.Marino@dot.gov. The time for receipt of offers is 3:00 PM Eastern Time on 08/13/2026. No telephone requests will be honored. The Government will not pay for any information received.
The contractor shall assist the Volpe Center in the development of the next public release of AAM by executing exactly 6 four-week DevOps sprints (23 hours each) between contract award and January 31, 2027, including code updates, bug fixes, source code review, software repository updates, and one-on-one coding sessions. The contractor shall also support the Volpe Center in assessing/diagnosing and strategizing responses to submitted AAM user base questions, capped at 27 hours, expected to be completed by May 14, 2027. Additionally, the contractor shall develop a demonstration for a conceptual tool to predict sonic boom contours for a range of meteorological conditions, including calculating sonic boom impacts using historical atmospheric data for VSFB, demonstrating the tool for two launch trajectories, and outlining key characteristics of a fully-featured tool. All work is expected to conclude by June 30, 2027.
