The purpose of this amendment is to provide answers to questions submitted by contractors only.
Offer Date submittal remains the same 8/12/2026 by 10:00 am MDT.

1. Question: Is there an estimated number of labor days for this project?
   Answer: Submissions are broken down into 4 phases, roughly 60 days between each for surveying, lab analysis, report production and meeting with the VA. Additional days at the end of phase 4 to compile full report for submission.
2. Question: Is there an estimated number of samples required for each type (asbestos, lead, radon, PCB, soil, etc.)?
   Answer: Radon Approximately 900 rooms per ANSI-AARST

3. Question: Are there any existing survey reports that can be used for this project?
   Answer: Yes, an ALBHM 2015 survey of the facility will be provided as guidance. As it has been a decade between survey performed and this current contract, some areas are no longer in use/have been renovated so information may no longer be accurate.
4. Question: Will there be an on-site preproposal meeting and time to walk through all facilities to determine level of effort and fees?
   Answer: No, there will not be an on-site proposal meeting, and this is a firm fixed priced contract.
5. Question: What is the timeline for Q/A and responses? Will the proposal due date be extended?
   Answer: No, please refer to the instructions per Clause 52.212-1 on page 53.
6. Question: The Price/Cost schedule does not provide a mechanism to include required services other than ACM scope, such as PCB, Radon, Environmental Site Observation assessment, soil testing, air sampling for PCB...Please advise
   Answer: The price is based on square footage of the facility, samples are based on CAC, CIH, and regulation requirements for those spaces. Costs to include laboratory analysis and sample types required. Contractor to determine what materials to sample.
7. Question: What is the purpose of the 4 Phases, if they are all the same timeline?
   Answer: The Price/Cost Schedule on page 5 lists the projected days the work is to be completed. The period of performance start date may vary depending on award of contract, so once contract is awarded Contractor must complete the work based on the total days listed on each of the phases.
   Phases to allow adjustment to this contract and are broken down into administrative spaces first to get a proper cadence of meetings, survey, samplings and notifications prior to more invasive patient occupied spaces of the facility.
8. Question: How will all of this data be used by the end user?
   Answer: The Government cannot disclose this information.
9. Question: How does the end user manage environmental data currently? 
   Answer: To ensure facility compliance with VHA Directives and local regulations. Required environmental reports to state and federal authorities.
10. Question: Radon:  in order to assign a value, we need a quantity of rooms.
    Answer: Approximately 900 samples based on ANSI-AARST standards.
11. Question: Potholing: What does this look like to the VA? Without a Phase I, we are shooting in the dark.  In a competitive bid process, there will be a wide-ranging scope without a developed outcome resulting in poor data.  We recommend quantifying the number of sample locations, depths and analytes. Alternatively, we would recommend to include a Phase 1 as the base scope and any further exploration would be a contract mod (however, perhaps request a fee per hole for a given depth & analytes up front that can be used to determine the contract mod at a later time, if necessary).
    Answer: Contractor shall consult with a CIH to determine amount of soil samples needed for our facility. Contractor shall choose collection method and depth. Contractor shall ensure to follow the lab s protocol on how samples should be taken and received.
    12: Question: Ground Penetrating Radar: What is the purpose and intent of this scope item?  Please identify specific area(s) in question as it is doubtful this would be used across the entire site.
    Answer: Purpose of GPR is to avoid underground utilities when performing soil sampling around the USTs (map provided). Sample for B2 1.3.1.4
12. Question PCBs in bulk material: This can be an extremely costly task item as written and without clarification, there will be a wide range of interpretation and costs.  Please identify which buildings, what features and provide a fee structure that is based on a known quantity with a unit cost thereafter.
    Answer: Contractor shall consult with a CIH to determine the amount to be sampled. Contractor shall ensure to follow the lab s protocol on how samples should be taken and received.
13. Question: PCB air sampling: Similar comment as to the bulk sampling, GPR, soil sampling and radon: Need context and quantification to develop a fee.
    Answer: See answer 11, 12, and 13 above.
    15 Question: What is the purpose of the UST Map that was part of the solicitation? We didn t see a scope of work for USTs.
    Answer: Soil sampling as listed in B1. 1.2.6.3.
