Description
The Federal Bureau of Prisons (FBOP) in conducting a solicitation in accordance with FAR 12.201-1 (c)(2). The following is a presolicitation notice to the Governmentwide Point of Entry (GPE), as required by FAR 12.201-1 (c)(2)(i). Content will be consistent with format of FAR 5.101 (c).
(1) Point of contact.

**(4) Description. **
(i)The Federal Medical Center (FMC) Devens requires water treatment services, including testing and treatment, and in compliance with all applicable federal, state, and local regulations.
High-level services include:
Routine scheduled on site monthly visits.
Testing
Treatment of water
Compliance with all safety, reporting, and documentation requirements

Line Items:
The Governments unit of measurement is service (SV) (1x visit per month).
The Government estimates 12 services (visits) in the base year.
The Government has 1 base year and 4 option years with the same estimated totals.
(ii) The contract will be awarded based on the following evaluation factors:
Price and Past Performance.
Anticipated Award Date: September 1, 2026.

(iv) If technical data required to respond will not be furnished as part of the solicitation, identify where and how prospective offerors can obtain the data.

This requirement will be issued as a competitive action. The current notice is a presolicitation notice, not a solicitation, and therefore does not identify an intended source.
Competition is not lacking; vendors will have the opportunity to submit quotes once the solicitation is released, in accordance with RFO FAR 12.201-1 (c)(2).
(viii) State whether an offeror or its product or service must meet a qualification requirement in order to be eligible for award; and if so, identify the office from which the qualification requirement may be obtained.
Offorers are required to be able to test and treat water in accordance with Local, State and Federal regulations.
The contractor is to provide process water treatment products and services to FMC Devens, including all water treatment chemicals, water test kits, testing reagents, and water treatment feed/control equipment. Services include routine monthly on-site visits, emergency service within 4 hours, in-plant testing and analysis of boiler feed water, boiler water, condensate, softener, hot water loop, and cooling water systems, micro-biotesting, pH and conductivity testing, inhibitor level testing, dissolved oxygen testing, annual boiler/chiller internal inspections, deposit analysis, corrosion coupon analysis, operator training at least once per year, and provision of written reports within 14 calendar days. The contractor must have an in-house or contract laboratory for problem solving and provide all chemicals, with MSDS/SDS sheets provided to the COR. Systems requiring service include 3 Donlee Boilers, 3 Trane Chillers, 1 Trane Cooling Tower, 1 Hot Water Loop, 1 Chilled Water Loop, and 1 Well/McClain boiler.
