The City of St. Louis Department of Health is soliciting proposals for technical assistance with developing a strategic plan that meets PHAB standards and aligns with the St. Louis Regional Community Health Improvement Plan.
The selected consultant will facilitate the development of a comprehensive, data-informed, actionable strategic plan for the Department of Health. The process shall incorporate community health data, health disparities, the Community Health Improvement Plan, organizational and workforce capacity, fiscal sustainability, performance management, stakeholder input, and applicable PHAB Standards and Measures. Required services include project initiation, project management, environmental scan and organizational assessment, stakeholder and community engagement, facilitation of meetings and workshops, strategic planning methodology and prioritization, workforce capacity and fiscal sustainability assessment, development of an implementation matrix and action plans, performance monitoring and evaluation framework, PHAB accreditation alignment, and production of a final strategic plan and deliverables.
